Course Description


The STCW Human Element Leadership & Management – Management Level course meets the obligatory requirements relevant to bridge resource management, engine-room resource management and application of leadership and team working skills as set out in:
Tables A-II/2 (masters and chief mates on ships of 500 gross tonnage or more),
Table AIII/2 (chief engineer officers and second engineer officers on ships powered by main propulsion machinery of 750kW or more) of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) incorporating the Manila amendments.
This training is a prerequisite for a management level Certificate of Competency (CoC) issued by the MCA upon meeting the requirements of Regulation II/2 and III/2.
• Identifying the principles and good practice in shipboard human resource management
• Explaining the relevance of the ‘human element’ in shipboard operations
• Apply relevant and related international maritime conventions and recommendations, national regulations, codes of practice and guidelines, while using leadership and managerial skills to control the operation of the ship and care for persons on board at the management level
• Apply the principles of task and workload management, including planning, co-ordination, allocation and prioritisation of human and physical resources
• Use project management as an aid to decision-making
• Explain effective resource management techniques with regard to:
• Allocation, assignment and prioritisation of resources for effective task and workload management
• Effective communications principles
• Leading and managing teams
• Assertiveness and leadership
• Obtaining and maintaining situational awareness
• Apply the principles and practice decision-making
• Lead and manage the development, implementation and oversight of standard operating procedures
• Identify the principles and good practice in shipboard training, learning, coaching, mentoring, assessment and developing shipboard personnel

Eligibility


 This training is aimed at the following groups:

1. Holders of Human Element, Leadership and Management at the Operational level; and either:
a) Holders of a certificate of competency
b) Experienced seafarers with at least 12 months seagoing experience

Note on the Requirement of HELM (O): 

  • A holder of a OOW II/1 CoC from a country on the UK FSE list looking to transfer and upgrade to an MCA Chief Mate II/2 CoC will not need to complete the HELM(O)
  • A holder of a OOW II/1 CoC from a country on the UK FSE list looking to transfer to an MCA OOW II/1 CoC will need complete the HELM(O) 

Candidates looking to enroll for the HELM(M) without HELM(O) basis above information need to provide an email/letter from MCA giving them permission to transfer into the MCA CoC pathway as it will specify what courses candidates require.


2. Non-Indian participants are required to hold a Valid Student Visa to India to attend the course. For students from countries where embassies do not issue Student Visas for short courses, a Business or relevant visa may be submitted, provided it includes the endorsement: "Maritime Training at HIMT Offshore." Additionally, HIMT will also provide the Visa Letter, if required, upon successful booking of the course.

1. HELM-O Course Certificate (Or transfer email/letter from MCA specifying courses required for the candidate to transfer into MCA CoC Pathway)
2- UK CoC or CDC with 12 months Sea-Service
3- 2 Passport Size Photos
4- Student Visa (for foreign candidates)

Candidates must bring any valid National ID (such as a Driving License, Passport, Aadhaar Card, or similar government-issued identification) on the first day of the course for identity verification. 

Batch will be confirmed subject to having minimum of 3 participants in the batch.
